1. Swampert isn't a Pokemon that can learn Icy Wind. Click for details.

2. You don't get to decide whether I get frozen or not. In the actual games, there's a 10% chance of getting frozen from Ice Beam, and Icy Wind has a 0% chance of freezing. Instead, how about we roll a second die. If you roll a 1, I'm frozen. This is more than fair, as it gives you a 1/6 chance rather than a 1/10 chance.
3. And WHY on EARTH should I have to SKIP THREE TURNS??!! -obviously about to kill something- Give me a good reason or I will pwn you heartlessly in cold blood. -snarls-
